首先，在语言环境方面，第二语言与外语有着根本的差别。第二语言学习者一般都有一个比较自然的语言环境。周围有众多的该语言的本族语使用者。由于种种原因，他们之间可能会有各种各样的联系。同时，由于该语言可能是“官方语言的一种(如英语、法语在加拿大，英语在印度等)，新闻媒介、官方文件、广告等等为学习者提供了一个比较真实和自然的语言环境，而“外语”学习者一般来说则很难有这样的语言环境。
